This presentation is a review of intergovernmental finances in Kenya under the first and second bases for revenue sharing. It seeks to inform the development of the third basis for equitable revenue sharing by looking at the current system from three perspectives: Where does Equitable Share fit into the wider intergovernmental finance system?; Review/ analysis of current allocation pattern: is the money going 'where it should'?; and Technical review of the horizontal allocation formula: does the Equitable Share adhere to good transfer design practices?
