A Public Expenditure Tracking Survey Tool (PETS) developed by Green Africa Foundation with financial support from USAID and through Agile Harmonized Assistance for Devolved Institution (AHADI).

Intented Users: This handbook is primarily for citizens and civil society organizations, community-based organizations, faith-based organizations in the counties among other relevant stakeholders. The handbook can be used by other users from different parts of the country, as well as to track the expenditure use by county government departments not limited to the two departments that this handbook targeted - Water, Environment and Natural Resources, and Agriculture, Livestock and Fisheries Sectors.
