This grant activity/project - Strengthening partnerships between NSAs, county governments and citizens to enhance county governance processes and service delivery - 2018, under the AHADI (Agile and Harmonized Assistance for Devolved Institutions) Program, which is financed by the United States Agency for International Development (USAID). USAID/Kenya's goal is to support Kenya's vision and agenda for achieving the promise of devolution by supporting Kenya's vision and agenda for the country's devolution. Under this grant to Green Africa Foundation seeks to strengthen partnerships between NSAs, county governments and citizens to enhance county governance processes and service delivery in Marsabit County in line with AHADI's objective that is: Improved representation of citizens' interest and oversight over targeted county governments.
Our main objective in the implementation of this project will be to To build the capacity of the NSAs and citizens through the Thematic Working Groups, around the sectors of Environment and Natural Resources and Livestock in Marsabit County on Public Expenditure Tracking.
Through the project, Green Africa will work with the county government of Marsabit (executive & legislature), citizens and NSAs towards implementing an information and customized Public expenditure tracking tool for Marsabit County. The project is expected to contribute towards deepening citizens and NSAs engagement on specific county sector issues by enhancing governance through increased citizen and Non-state actors/public participation into the government activities in specific sectors, and as a result, leading to transparency and accountability with better service delivery to the citizens.
The project implementation will work towards increasing public participation through supporting citizens and non-state actors’ consultation and sensitization forums on Environment and Natural resource and Livestock sectors.
The main activities in the implementation of this project are:
- Conducting an assessment to identify the available tools used for Public Expenditure Tracking Survey (PETS), and customizing for citizen use in Marsabit County
- Formation of thematic working groups: Green Africa Foundation shall convene one-day workshop bringing together identified citizens and NSAs representatives to form the specific thematic working groups on Environment and Natural Resource and Livestock.
- Conducting a Training workshop for the thematic working groups on Public Expenditure Management cycle and Tracking
- Printing and dissemination of tracking tool to the community and NSAs in the Environment and Natural resource and Livestock sectors through sector working groups
- Support citizens and NSAs participation at the ward levels through the TOTs (thematic working groups) to create awareness on Public Expenditure Management, and pilot the use of customized tool to track expenditure use in Environment and Natural Resources and Livestock Sectors for social accountability
- Thematic working groups (TOTs) meeting to consolidate feedback on the tracking exercise conducted at the ward level shall be conducted.
- vii. Joint meeting of NSAs, citizens and the County Government departments to present the report of the Public Expenditure Tracking for feedback and action by the county government.
