The report was commissioned by the Council of Governors in conjunction with the Kenya Law Review Commission to study law and policy across seven sectors (health, Public Finance Management, Agriculture, Trade and Investments, Land and Physical Planning, Urban Development, Natural Resource Management) with the aim of conducting an audit of national and county legislation and their compliance to the tenets of the Constitution and devolution. The study reviewed legislative and policy documents in both County and National Level and carried out content analysis for laws, policies, administrative guidelines, sectoral plans, and cases that have come before court on various relevant matters. The sectoral reports were then peer reviewed and subjected to discussion at various regional hearings. The report details the findings of the study giving both general trends as well as sector specific trends, findings and recommendations.
